It reads the opportunity across four pillars: the buyer's award history, your past performance, your team's capacity, and competitive signals such as an incumbent. Each pillar shows its evidence, the recommendation carries a confidence level, and a person records the decision. A no-bid is recorded with its reason, like any other decision.

It drafts from your own approved answers and past proposals when you ask, and suggests the right Library answer for each section. People write, review and approve. Nothing is submitted without a person's approval of the current text.
